Afaik for the first activation of Quest 2 an account is needed but it most likely can be a "John Doe" account. Then it somehow can be "unlinked" - google tutorials for details. Same issue here. Running Ryzen 3900x, RTX 3080, Oculus Quest 2. Only fix I found is to restart PC, disable any overlays or OCs and then it works. But hit or miss, pretty annoying. Tried disabling SteamVR Home because seems like this causes all types of issues. Curious if there is something else in particular causing this.

You can play virtual desktop offline so a VPN should not affect your gameplay at all if you have a router specifically for oculus quest. Connect your quest using a 5gz wifi connection, do not bother using 2.4, it will be unusable. Use the router only for your quest, meaning no ipad, cellphone or other wireless applications using the 5gz bandwidth.
