There's always a file there. As soon as you start the game the first time, it creates the file. It grows as you play. Mine, for example, is 94KB, and I'm about 19 hours in and level 13. My save from three days ago is only 67KB. So if the one you're seeing is really small, it's probably been overwritten.
Saves are locked for Dead Island on the PS3. They can not be moved to a USB drive. However, they can be copied to 'Cloud Saving' for Playstation Plus members. Fortunately or unfortunately for some, Dead Island 2 does not feature any manual save game mechanic. To save your game, you’ll need to wait for the autosave feature to kick in. If you plan to have a specific save file at a certain point of the game, that won’t be possible. Yet, not everything is as terrible as it sounds.
